Extract: "Where medical oxygen consumption increases, steps must be taken to ensure the oxygen level (oxygen enrichment) is maintained below 23.5%."

This is also detailed in EH40 and OSHA regulations. Enriched O2 poses a risk of hyperoxia on the human body as well as presenting an increased fire risk.
